Blizzard and AT&T have a business partnership, which has led to AT&T backed datacenters developed in other countries for not only World of Warcraft but also StarCraft and Diablo.
So Blizzard doesn't hold sole financial responsibility for it, and it's not for just one product.
There's just no way to compare that horizontally to ESO's infrastructure.
The dungeon finder queues are already pretty nasty during off peak hours, and cutting the playerbase more would just push that further.

Yes but the dungeon finder queues are generally long because there are too many DDs. Proportionately there would probably little difference if another server was available. And then you'd probably also get EU and NA players on the OCE server - I know a few EU residents who play on NA, for example.

Sounds like you have a great idea for your own start up business. If you build it, they will come.
