Queue bug?

Ad had high population, EP had medium population. I queued for EP in Sotha Sil Eu PC. Was number 117 i queue. Spent over 1 and a half hour in queue. EP population didnt go up during that time. What is going on? AD had high population all the time i spent in queue. I queued solo. Please enlighten me ZOS, is there some new mechanics or some new bugs?

killimandrosb16_ESO✭✭✭✭✭same here....106 in queue, entered after a good hour to see all keeps gone and less than 40 ep in lakes. Shameful
