Those who purchased from ZOS prior to Steam selling the game directly.
Those who purchased directly through Steam outside of the ZOS website

Yes, that was my understanding. The point of my post was that these changes were baseless, needless, and have only served to add further complication to the game for people.
The system as it was? Prettymuch perfect. If Iw anted to I could run the game through steam, which I normally did-- But in instances like todays, where something is amiss with steam, or on the off chance that steam is down? It did not prevent me from playing my game.
Again, that was my entire point: Why on earth did zos feel the need to implement this login restriction? It's 100% asinine.
