While I don't agree with mounted warfare exactly I do think we should have a dedicated skill bar for when mounted which has rapids on it
Another skill called chariot where you and two others can ride the chariot great for people with slow mounts.(passengers can use bow skills)
These would be active skills
All others would be passives like the vampire skill line
But it's not getting an ultimate
The fact that you’re forced to dismount to use any skill other than rapids is absurd to me. Mounted warfare could be really cool in Cyro. C’mon @ZOS_GinaBruno be a champion for this and earn yourself a bonus. Mounts are the biggest cash cow for ZOS there is! New skills and weapons plus a dedicated ability bar when mounted. Revenue generating reason to add something new to the Alliance war!!

eye of the flame should be cast-able from a mount. And as a passive your horse should have unlimited stamina when the skill is cast and the caster himself should get a protective shield which can abosrb up to 1 million damage. And all stamina skill should not work when near the horse, like some sort of silent spell for stamina.

I do wish you had a 6th skill slot just for rapids that's only active while mounted (so not available in combat, unless you slot it in an actual slot). I'm on PC, so I work around it with addons and have that exact functionality, but it would be nice to have it natively.
The Lotro mounted combat lag was because of its over-complex implementation. Here it would be like a raid with major and minor expedition that does massive frontal damage + CC. Thus not much different than a normal group, with the exception that stam classes are better balanced for group combat than without mounted combat.
1) When mounted, one should get a separate skillbar. Skills that are unsuited for mounted combat (like Steel Tornado, Teleports, Eye of the Storm etc.) just make the rider dismount. Charge skills do 200% extra damage.
2) To make melee combat on horseback less clunky, all melee skills have an auto-movement system, e.g. if you use Dizzy Swing on a target 10m away, your horse will charge and move to a position where the animation is executed. Of couse, this also drains horse stamina and makes you vulnerable due to the increased animation time.
2) When hitting an enemy while sprinting with the horse, all enemy players in a cone are knocked back and receive some physical damage. Every enemy hit costs horse stamina.
3) Some skills (e.g. Fear, Caltrops, AoE Fire damage skills) and all werewolf skills/ attacks have a dismount bonus. If a rider is being dismounted, s/he receives heavy damage, is stunned for 3 seconds, disoriented for 10 seconds, and slowed by 50% for 10 seconds.
4) We finally get a separate Pole Weapons skill line designed to offtank, buff, and counter charges
