Just ignore them, and they will go away when they realize they can't get a response from you. And in the meantime, keep taking videos and submitting reports. When you get the email confirming your report, reply to it with the video attached. Make sure the names are visible in the videos.

If they keep crashing the game by how many particles are put on screen, how can I ignore them?

You're not going to like this, but it's you. It's not your fault, but after reading your posts, you seem to be walking around with a big "kick me" sign on your back. Trolls don't keep trolling the same person day after day, unless that person is giving them what they want, attention. You will have to step up and ignore them completely, not for just an hour, day or week, but forever and completely.
Report them and move on. Don't feed the trolls.

No. I if I said, "stay and entertain them," that would be catering to them. That's what they want. Disappearing, even if it's a short term decision to relocate does not satisfy them.
Also, operating in group chat drastically cuts down on their ability to harass, because they cannot identify roleplayers if you're not in /say and /emote. Yes, it would be great if players didn't engage in this kind of behavior at all, but... it happens. If you engage in behavior in a public space you cannot control how other people will react.
Beyond that, a lot of players take a very dim view of roleplayers because of past transgressions, including the idiots who will report anyone who invades, "their spaces." (Hell, I still haven't forgotten the ERPers I once found in a house in Daggerfall before the Justice system was a thing.) The people who respond to that, in some cases, are reacting to prior encounters. Not in ESO, but I've been in a dungeon PUG in another MMO, where a couple RPers came in and were STOPING EVERY ROOM, TO RP some idiotic scene. The other three people in the group, we didn't sign up for that. We had our daily interrupted by a pair of intellectual vagrants. And, yeah, this kind of behavior means that RPers, as an aggregate, actually earn the derision they get from the community.
Now, I understand that this isn't behavior you personally engage in. I have no problem with RPers that are willing to engage with the world around them, and aren't confrontational. But, at the same time, I have seen way too many RPers who walk into the room with a chip on their shoulder, insisting that they own the place and everyone else must bow to their fickle whims. And, I'm telling you, the best way to avoid making yourself a target to individuals who are less discriminating than I am is to engage in some basic OpSec.

umm, there's an ignore list for this exact reason. Not sure HOW they're finding you though, unless they are on your "Friend" list it's pretty hard to find any specific character in game...Unless you're hanging around in an empty town.

No, there's no excuse for harassing players. Any players. Doesn't matter if they're RPers or not. However, you've just, very succinctly, illustrated a large part of the problem, at least on a psychological level. Separating out RPers and putting them in a separate class. Regardless of your intent, you just stated that RPers should enjoy special protections from harassment where other players shouldn't expect the same. Now, I don't think that was your intent. But there is a very pronounced, very cultivated, self vs other attitude in the RP community, which ultimately, foments this kind of behavior.

Earned? No. Like I said, nobody deserves this, on either side. There is no excuse for this kind of harassment coming from anyone, to anyone.
And, yeah, I've seen harassment in game. I'd say the vast minority had come from the RP community, but that wouldn't, actually, be true. It's almost a 50/50 split, and I rarely engage with the RP community. Doesn't make it your fault. Doesn't make it Okay. Doesn't make it something you, "earned." However, there are some very... agitated people out there who have serious grievances, legitimate or otherwise, that will happily torment you given the opportunity.
Avoiding them isn't, "catering to them," it's just being circumspect and trying to avoid someone who, you know, will come to harass you.

It's possible to overload someone's client with enough visual spam. Granted, it's rare, and mostly affects lower end hardware, but it does crash people out.go to cyrodiil - mementos don't work there...

There's a sick irony that the PvPers are the most vocal about harassing RPers.

I know it's probably your favorite tavern to RP in or whatever but maybe try looking around for a different one. There are so many out of the way towns with taverns in Tamriel so you might find one you like even more than the current one you are using. I'm not sure that you'll get ZoS to take action on this though.

I understand your intent, I'm also telling you how it looks from the outside. And, I'm also pointing out that there are more moving pieces here than just simple trolling.
On top of that, like I said, you don't deserve this by any means. And, frankly, that you're getting painted by the same brush sucks.
The simple answer, to the original question is: they didn't cross the line, yet. Or, if they have, it's gotten lost in the background noise. There are behaviors that ZOS will crack down on quickly and harshly. While it sucks, they probably haven't crossed that line, or if they have, it was lost in a wave of other, less serious, issues.
In particular, the crash is a local issue, which is almost impossible to diagnose remotely.
