Is the Leeching Plate's proc a single target or area ability?

No, it procs under the enemy. So it's a circular area under the enemy it procs under.
In other terms if an archer enemy procs it he will get the poison to spawn under him, and I believe there can be multiple poison clouds, correct me if I'm wrong.

Its a ground dot that leeches all enemies on that radius.

I have never seen more than one cloud at a time, and pretty sure it can't be reprocced until duration is out completely.

Only one proc at a time. But no cool down at all. If you’re tanking in PVP or PVE against more than one opponent it’s guarenteed to proc. Also, mutli hit abilities have a chance to proc it with each hit (jabs, for example).

Yea, combined with bahraha's curse on a nightblade sap tank (pre-nerf) it was amazing for skyreach farming.
