Just as an FYI as a temporary fix, do not run the launcher, instead run the eso64.exe file. (you may have file extensions hidden so it may just appear as "eso64", in the below folder)
For windows 7 it's located here:
C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client\
