Depends on your job. I get paid on the 2nd. My last job paid me sometime around the 22nd, depending on the month. There is no, "oh, people only get paid on these dates."

Most people get paid bi-weekly, around the beginning and middle of the month. Having a limited time item for a few days during the last week of the month isn’t a good idea.

They just are pushing it before the next DLC - as with the outfighting system out there these polymorfs will be of no good.

They'll be of use to the people who like it. Not everyone cares about the outfit system. I'll still be looking out for new costumes personally.
Apparently They make more money from Impulse Buyers during Timer Sales than they do from Fiscally responsible individuals over an extended period of time... It is very User-Unfriendly and takes advantage of the layman's Bird-Brained compulsions...

I’m not talking about their payroll. I’m talking about mine. I want to give them my money for the stuff that looks cool, but their timing sucks.
I may be wrong but I thought it was pretty much only in the USA that people still got paid bi-weekly and in most places it's monthly.

And as for the comment someone made about if you can't afford it blah blah - well a lot of us make a budget for things and sure we could spend the money anyway but things that were planned early in the month or a few months beforehand are priority. If they would do limited time things the first of the month, a lot more people could work that into their monthly budget. The week before most salaried folks' payday though, is a bit silly. Like I myself bought 14 bottles of mead. I didn't need the money for other things but I could have bought the mead next month for an event we have coming up, if I'd known...if I wanted the crow thing that is...I don't so whatever for me - but disposable income is also often allocated by a week before payday.

In that case I recommend looking out for the Crown Store Showcase articles that come out around the beginning of each month. That tells you what's going to be in the crown store and when throughout the month. It doesn't include prices, but for most things we can make a pretty accurate guess based on similar items that have been released before (for example a costume will be 500-1000 crowns and a mount 1000-3000 depending partially on if it has any special effects).
I find reading the showcase articles also help curb the impulse buy effect of limited time sales (although I doubt that's ZOS's intention). I get the initial "Wow, that's so cool, I must have it!" moment reading the article, which could be days or weeks before the item is released, and can spend the time in between thinking about whether I actually want it, how much I'd be willing to pay and what might influence my decision. (For example I wanted to check how the Jarls costume dyed before buying because I don't like the colours or the stripes.) Then when it's released I can check those things and make a more sensible decision.
