Confused with outfit slots.

Hey,
Ok so, I thought that buying outfit slots would make them available for all your characters and not only for one character so while I was playing around with this new system, I noticed something that got me confused.
I noticed that when I buy a new outfit slot on character A, Character B will not have that outfit slot making it only available for Character A. In other words, Character A has now 2 slots while Character B has only 1.
@ZOS_GinaBruno @ZOS_JessicaFolsom Is this intended?

✭✭✭✭✭Yes. You buy new outfit slots per character. Not per account, per character. Everyone gets one free slot per account, aka 1 free one on each character. After that, you pay for additional outfits per character.
What? More microtransactions to monetize the new system? Did you think ZOS wasn't going to soak as much money as possible out of this new system?1
