It's not realistic (yes, I know this is a fantasy-based MMORPG) to show characters using a 6ft. staff one-handed, unless, as also mentioned earlier, they're casting a spell with their open hand, and channelling it through their staff.
And no, assuming that everyone can be instantly at Gandalf-like levels of magical ability immediately after reaching, say, Lvl. 10 (or Lvl. 50), able to skillfully wield staff and sword simultaneously--that's just plain silly! Gandalf was considered a master wizard, legendary for his knowledge, wisdom, and abilities. Reaching that level of skill quickly does not make sense for a newbie toon, or really, anyone but experienced and exceptional players with highly-ranked toons, possessing top-level gear. CP 690+ Sorcerers, for example, with Flawless Conqueror, Stormproof, Dro-m'Athra Destroyer, Boethiah's Scythe, Tamriel Hero, and other titles, with equipment to match. (Also, Gandalf exists in a different fantasy universe.)
Keep staves - and 2-handed stamina weapons - as they are, occupying 2 gear slots. To really fix the 5-slot bonus problem properly, ZOS should create true one-handed staves with 50-75% of the power of 2-handed ones. (Japanese martial arts calls such shorter staves jo and hanbo.) Or, maybe a simpler solution would be to raise the spell or weapon damage of 2-handed weapons by 50-100%, with a corresponding decrease in their attack speed.
That's the real cause of the current dilemma. The problem is that power and attack speed ratios are off with both stamina and magicka weapons, not the number of slots that each type of weapon occupies.
