Clarification on Armor Values

The Armor Mitigation Cap is said to be at 33,000 or 50% supposedly calculated by the following:
Mitigation=33,000/((Level + Veteran Rank)(10)) or 33,000/660 = 50%

The questions are:
Is this value and/or still valid considering veteran levels no longer exist?
If there is an official and understandable formula can it be provided?
Can the Mitigation CAP be clarified?

    The simple way to see typical damage mitigation is that:

    Mitigation = Armor Number/660

    660 = 1%
    3300 = 5%
    6600 = 10%
    13200 = 20%
    19800 = 30%
    26400 = 40%
    33000 = 50%

    For Champion point 160+ characters the hard cap for resistance is 33,100, or 662 resistance per 1% mitigated, which then tops it of at 50%
