Goblins are close, but there's no way any of the other races would take them seriously. Orcs aren't even taken seriously by the other races.

Your standard is weird....if you are okay with argonian and khajiit being playable races, minotaur is pretty humanoid, only a bit bigger.

However we only get to play one kind of argonian/khajiit in ESO, which means if ZOS wants to, they can have different types of mintaurs, one kind being small but more intelligent

Maybe a polymorph... but it would have to be smaller because it has to be within the size of the skeleton model provided for all players. All polymorphs must follow this rule.
