Goblins are close, but there's no way any of the other races would take them seriously. Orcs aren't even taken seriously by the other races.

Two - they are a larger then usual race, so would clip through balf the doorways and some other places. And as such, about as unsuitable as player characters as giants and ogres.
Three - this is the second era, not the first era. Minotaurs in these days are generally considered too barbaric and dangerous to be tolerated by the other races (thanks in no small part thanks to the alessian order, as has been mentioned)
All said... the best people in ESO could possibly hope for was a merely man-sized minotaur polymorph. And until that becomes reality, go for a certain crafting style for especially, uhm, bull-headed characters...

There are TONS of minotaur casters in Bloodroot Forge and Falkreath Hold.
