Ultimate power/duration scaling based on pool size

Most Ultimate abilities in this game consume the entire Ultimate pool upon activation. (Overload definitely, and I believe Werewolf Transformation also, are exceptions.)

The Ultimate pool can go up to 500, which for everything but the exceptions is wasted upon cast.

What if the power of the ultimate, or perhaps its duration, was increased based upon the pool size when cast? Dragonleap, for example, is a very low-cost Ultimate at 125 points. Under the proposed model, that would still be the base cost required to cast, but the initial damage and the stun duration increased based on the size of the pool.

Obviously this could be a balancing nightmare. But would it be good or bad for gameplay? Would it create more judicious and more strategic use of Ultimate abilities?

    No, this would mean they would have to nerf the current versions cause a lot of ultimate's would be too over powered if you could charge them up. Eye of the Storm and Soul Assault to name two that could be very overkill.

    Quite a few ultimates, if you could "overcharge" them in any meaningful way, would start to become ridiculous.

    I do think the ultimate pool is kind of underutilized as a mechanic, as only Overload, DK passives, and the warden bear really use them as a mechanic rather than a de facto cooldown.

    This system, or something close to it, used to exist in the game during its early patches. (For instance, the reason Incap Strike has a different animation if you cast it with a high level of ult accumulated is that it used to do higher damage beyond a certain threshold of accumulated ult.) It was removed from the game for a reason.
