I installed the PTS client, and when I logged in, I noticed I wasn't able to create an imperial character despite owning the Imperial edition upgrade.
Is this normal?

They usually transfer when EU characters are copied to the server. And you can also buy them from crown store with 1 crown in PTS.Been playing since betas 20140 -
