Basically, I went to the folder:
C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client
and right-clicked on ESO64.EXE (because I was using the 64 bit client, but I imagine the same would work for the 32-bit eso.exe) and selected Properties.
Then clicked on the "Compatibility" tab and Checked the "Disable display scaling on high DPI settings" box and clicked Apply/OK.
Then I ran eso64.exe and the drifting camera was gone! Hope it works for you too.

@WrathOfInnos - I'm not seeing an option to disable it. Instead, there's options to override it.
"Override high DPI scaling behavior. Scaling performed by: [DROPDOWN BOX]"
Options: Application, System, System (Enhanced).
The box is unchecked at the moment.
There's also an option to "Disable fullscreen optimizations." This is also unchecked at the moment.
Not sure which of these you're aiming for me to try.
