QoL update is the base game update, along with a paid DLC.
It doesn't deter from their planned schedule which was dlc, chapter, dlc (most likely dungeon, story dlc.
Last year they didn't specify Q1 would be a free only update, they did mention dlc but didn't clarify what type... So this matches.
More grind, more penalties to what we ask for. Basically, more of 2017

Another thing you’ll see when Update 17 goes to the PTS is a reduction in damage for some charge abilities. Decreasing their damage is going to ensure that at-range players who are utilizing movement and terrain to maintain their distance from melee enemies are better rewarded for that tactical advantage.
Last month, we mentioned that we were looking at shortening the Heavy Attack cooldown, but ultimately decided not to go with this change to avoid making too many dramatic changes at once.
We’re also beginning to look at ways to improve group combat in Cyrodiil, particularly when groups of varying sizes fight each other. Some specific concerns we’ve been looking into include:We’re still talking about what exactly we’ll be doing, but once we have a better idea of the direction we’re taking, we’ll include it in one of the next combat updates.
- Not enough effective options to deal damage to clustered groups from afar
- Earthgore is too powerful in group vs group battles
- Not enough diversity in Ultimate choice
- Large groups can have players take on specialized utility roles, reducing counter-play options against them
Finally, once Update 17 is available on the PTS, you’ll notice that not many class abilities have changed. We’ve instead focused our efforts on the things we previously talked to you about, including:
- Synergy improvements
- Updates to cast time and channeled abilities
- Block cost changes
- Improvements to off-balance and Heavy Attacks
We look forward to having everyone try these changes on the PTS for Update 17. Again, please remember what’s listed here isn’t everything the team is working on. Keep the feedback coming, and thanks for your continued input!

We'll officially announce the first DLC of 2018 just after the first of the year, but here's a small preview: It's a dungeon-based DLC called The Elder Scrolls Online: Dragon Bones. As the name implies, it is Nord-based in theme, with each of the two dungeons expanding upon the lore of that region.
Coming with Dragon Bones is an update full of quality-of-life improvements and additions, including at least one long-awaited feature that everyone who cares about their characters' appearance will love and the Homestead storage items I talked about earlier. We'll give you more details on this update when it launches on the PTS early (very early) next year.

I'm very happy to say that you can expect three more DLCs and a full new Chapter for ESO in 2018. We're not slowing down, at all. There's so much to do and explore in Tamriel, and we are very excited to take you to some highly-requested areas next year.

It's not always about new content, of course—we'll be spending some time adding more improvements and fixing any outstanding issues and bugs. Stay tuned for the PTS patch notes for updates on those and, obviously, keep your comments coming on the forums and elsewhere. We value your feedback and take it very seriously.

Besides the chapter and QoL update, are we getting 2 or 3 paying/sub-included dlc?

Why are people suggesting we get the Chapter in Q3 when we got it Q2 this year.
