Deconstructing higher level gear confusion

I can't understand this at all. I am levelling new characters and deconstructing items on them all the time. On my Orc character I took the "Unraveling" Clothing passive skill early and each time the next rank was unlocked. It seemed like every time I gave her rubedo/rubedite/ruby ash items to deconstruct she would not receive those materials from them, only a style material or trait gem occasionally. The message "You lack the skill to recover all the materials from this item." was displayed every time, even after maxing out the clothing skill line. I did not put skill points into Tailoring though.

On my 2 other characters however, they sometimes do receive an amount of rubedo/rubedite/ruby ash, and they do not have any of the Unraveling/Metal Extraction/Wood Extraction passives. They also receive the "You lack the skill to recover all the materials from this item." message. So what's going on? After a while playing on the Orc I just accepted that low level characters cannot receive high level materials from deconstructing, but then when my other 2 characters did receive items it made no sense.

I don't believe it is just randomness. I deconstructed hundreds of items on the character with the passives, and I don't remember her ever receiving the materials. A few dozen on the other 2 and they have received items several times. The only differences between the characters are:
1. The Orc was made before the Clockwork City patch.
2. The Orc has the Unraveling passives.
3. The other 2 characters were made after buying Morrowind.

Am I missing something obvious here? Any info on this would be appreciated. Happy New Life.

    It's not about the unraveling passive. It's about unlocking the 10 skill levels of blacksmithing (the first item in the skill list).

    Toon level and/or skill level in the crafting lines makes the difference. If you are lvl 6 you aren't going to able to decon rubedite/ruby/rubedo/ancestor, for mats. You will get mats from maple.

    If you are lvl 6 with 10/10 in the crafting line, you will get mats back on a decon from all of those items within that line.

    This just isn't true. All of my characters can receive rubedite once they reach level 50/cp 160, regardless of their crafting skills. 0 passives in any skill line and 160cp will allow you to extract 160 level materials.

    Seems you didn't read my post fully. I can receive higher level materials on a low level character. The issue is that it is not consistent across multiple characters. Some can do it, others can't, I am trying to find out why.

    It's all about character level. It makes no sense, but that's the way it is. You can deconstruct max level stuff on a low level character who is a master crafter and get no material, you can deconstruct the same max level stuff on a max level character with no levels in the craft and get materials.
