[Bug Report] Dolmen Bosses spawn wrong in home zone

Hello,
when I first made the dolmen boss achievement in 2014/15 I remember, that each of the bosses was bound to a zone of the own alliance, like in following guide:

This guide sais, the Ogrim Brothers spawn in Deshaan (for me), thats how I also made it back then. On another account I want to redo these achievements and met as a pact player those Bosses in Rift. Since i didnt have any of the 4 bosses in Rift so far, i was wondering after they were killed, that no achievement popped up, so I looked it up and recognized, the ogrim brothers shouldnt even spawn in Rift.

Did you change that, is it a bug? I am highly sure, this is a bug, because I am sure, when the last bosses are missing, you are expecting the people to grind hundreds of dolmens to get that one missing boss............................
