Endless voice repeat when rescuing NPCs (summoners, hostages)

Summoners and hostages with tied hands that you can meet in the wild will repeat endlessly "Help me, help me", "Never wanted that to happen" or similar lines. Their voices are completely broken and go on repeat, even during your best to rescue them.

Yes, that's the same bug! When it first happened I was laughing at his moaning and lack of errr... courage.

In my defense, what with how very much not-discreet these voices are, I think I can be forgiven into thinking that if it were a bug it would've already been fixed.
