Pack Master + Hunt Leader.
Fighter's Guild heavy "monster hunters." (Bonus points in that this can actually lead to fairly beefy characters now, thanks to the overhauled FG passives.
Managing to make pretty much any, "oddball," set work. I'm thinking of things like Vampire Lord, or Knight Errant, though Hunt Leader is probably another good example.

Probably worth noting, movement speed was hard capped at 200% with Morrowind. As I recall, that build actually exceeds that by a substantial margin.
Incidentally, a vampire NB in medium armor, with Concealed Weapon and Nightstalker will still hit 146% in stealth, before other bonuses. So, plan accordingly.

What? Really? I don't know if I should be upset or trying to figure out how they could even justify that. Running super fast would be hilarious to watch.

I really love my Breton ice staff tank hybrid. It uses green pact, plaguedoctors and grothdarr funny enough. It’s been a lot of fun.
Also my shadow tank is great too. Plague doctors warrior poet and shadowrend. The new nightblade heal made it a lot of fun. I use it for trials occassionally.

Something I enjoyed (but perhaps not everyone will) is a max health templar with plague doctor + thews of the harbinger + selene. Your main skill is blazing shield. Keep blocking - Selene gets procced by Harbinger.
Templar can also be switched for Warden I suppose because they also have maxhealth% damage.
Pros: You are virtually unkillable in pve. Digusting in battlegrounds. Only needs one skill bar leaving another completely for your own desires.
Cons: Likely to get nerfed, will earn you hate if you duel people with it, Thews of the Harbinger is hard to aquire.
