What is the highest movement speed possible obviously orc, medium, devines, gold improve , steed and expedition are thier any sets with movement speed what am i missing

It won't get you banned, I've used Fiord's and seen a friend use it with Werewolf to go even faster.
You'd only get banned if there was an exploit.

That would be a fun character for sure. Orc stam sorceror, fiords set, hurricane, major expedition from assault skill line, all divines with steed stone. Not sure how effective it would be though

Thats it fun although scouting would be over in a flash and a quick escape from zergs and speed runs

If you want the fastest possible farmer in the game you'd have to be an orc (+9% speed) stam sorc (minor expedition +10% speed) OR use jailbreaker set for non-sorcs (minor expedition +10% speed), using rapid maneuvers (major expedition +30% speed) and the fiords legacy set (+25% speed) plus the steed mundus (+5% speed) and all divines medium armor (+21% speed) and have 120 CP's in the Lover constellation for the Windrunning passive (+2% speed).

You can easily outrun a sorc streaker. Get ready for hate tells.

No because the concealed bonus only applies when you are cloaked. You can't sprint when you're cloaked (well you can but then it pulls you out of cloak). And sprint speed bonus is greater than the concealed speed bonus. Although as somebody above said, any class can reach top speed with the minor expedition from the jailbreaker set. So a NB could reach max speed, but not through using concealed.

No, running pulls you out of stealth. For fastest non-running speed, then yes.

If you're hacking you will, but not by using gear sets made with movement speed buffs.

Using the above that I mentioned I have been reported for hacking before. Nothing came of it though because its all legit, and yes, it all stacks.

Running: 100% – This is your default running speed.
Walking: 31%
Sprinting: 130%

What you're not factoring in is the time it takes to streak and end the animation. While this is happening none of your speed buffs are working. I've happily listened to a sorc multiple streaking behind me trying to keep up. And if you're trying to use streak to keep up with me that means you'd have to be a magicka sorc, so throw your hurricane and medium armor bonus out the window or be a stam sorc with a huge magicka pool and regen to even streak more than 2 or 3 times (and burn out of stam for running in an instant). Also from memory Rapid Maneuvers lasts around twice as long as Hurricane, so there's time you're losing there as well casting the ability. Sorry buddy. Bad news for the sorc streakers cause you can't have the best of both worlds.

I use this on my orc thief/farmer. Definitely faster on foot than his 60 horse.

@CosmicSoul , hurricane gives minor expedition, not major.

In any case, disagreements aside about 'oos quicker the oo', I have a character build solely for the purpose of farming, and I do it late at night when I want to press as few buttons as possible and I HATE getting on and off my horse.

I have all the speed bonuses I mentioned except I forsake the minor expedition that I would get from Jailbreaker and replace it with Darkstride (50% reduction to sprint cost). My CP's are allocated to Windrunning, stam regen, stam cost reduction for Rapids and to get all the harvesting passives. I have the Werewolf Ultimate slotted for the bonus stam regen and drink Freyas Night Infusion? which is the max CP green drink dedicated solely for stam regen. All up I have just over 4000 stam regen which tops me back to full anytime I stop to harvest a node. That's what works for me anyway.
