No, it's not Pay-to-Win -- as long as you don't count crown XP scrolls and the ESO+ XP buff.
Just one correction. It is not free-to-play. You have to pay money to purchase teso, therefore it's buy-to-play.
Just take out the hyphens. Free to play. No one can deny that.

Those are expansions ESO does not have them we have “chapters” that are just the same as the old DLC renamed to make more money. While making dlc much much smaller like two dungeons or a tiny area.

They already have sold gold weapons and armor in the crown store last April.

A lot of these have been suggested before.
1. Fast lane. I don't think they will do this. It just does not feel like something Bethesda Softworks would be interested in.
2. Reagents, ingredients, and recipes. I don't know why you thought to restrict them by making them weaker. Other than that, I think they could do this. I envision it as part of an overhaul of the provisioning and alchemy skills so that they don't have to work within the existing constraints.
3/4. Crown transmutation and transmogrification. This is a no-brainer. Be careful or they will think you have an inside source.
5. Crown gear. I know they came out and sort of said no, but I expect that this is going to happen. This is definitely something that I can see Bethesda being interested in leveraging, and when they do, it will probably be Crown Crate only. They will bypass the "pay to win" by claiming that they are weaker than in-game. That, too, will change.
6. Class and Alliance change tokens. This is another thing that is probably already on marketing's whiteboard.
7. Mini-chapter. Won't happen. No particular reason other than there are too many other things they could do. Besides, I expect that they will drop back from 3 DLC + 1 Chapter to no more than 2 DLC + 1 Chapter pretty soon. This will be so that the Chapter can be better, but if they do it, the real reason will be due to decreased investment in ESO.
8. Reducing lucky bag gems? No. Instead, they will increase the number of items that cannot be purchased with Gems.
I think that 2018 is the year where ESO changes importance within ZOS. Right now, I suspect that ESO DLC and Chapters are still the main thing that ZOS is working on. Over the next year, or so, I expect that to change. I am sure that there is a shoe that is going to drop. I am just not sure when.

Doesn't change the fact that in (almost ?) every game you have to pay for additional content, one way or the other. Or did you really expect you can pay 10 bucks and get everything that comes afterwards for free? Even the DLCs have their price. They only added a fictional currency in between - same as with the crown crates but nobody says "crown crates are for free because you get 1.5k crowns each month for subbing", because the sub has to be payed as well.
And it doesn't matter if you call them "expansions" or "chapters", we both know what is meant. But yes, obviously they realized it was a mistake to throw out highly detailed, big content DLCs like Orisnium for... how much money does Orisinium cost if you buy it in the Crown Store?
