OP listed all the strengths of being a werewolf, I would like someone to list an ult that gives you everything a werewolf does. It doesn't exist. Werewolves are niche brawlers and small group pvpers. They excel at that, it ain't broke just because you want to run herpaderp zergs in cyrodil.
If WW`s were OP and not just a niche playstyle we would see more players using them in competitive PvP. Sure, playing as a werewolf and be successful takes more time and effort compared to many other things, but that rarely discourage people form spending time mastering something, as long as the outcome is "worth it". It´s quite obvious that a lot of people (at least on the PC/EU server. From what I can tell, WW are much more common on PC/NA) don´t think WW have a place in Cyrodil since there´re so many better options.
At the moment, WW´s are more or less carried by certain item-sets. Their skills and passive on their own won´t "carry" a WW in Cyrodil. WW´s are in need of some buffs, and I think ZOS should take some time and look at some of the suggestions from players like Chrlynsch who got a lot of experience with playing as a WW.
You mention no reason why WW´s are OP, so if you would like to elaborate more why you think WW´s are OP other than "they´re brawlers" that would be great....2 -
