Fallout online was in development by Masthead studios/interplay since 2006 until Bethseda started a series of legal challenges to stop development...
I don't particularly believe that Zenimax media would let ZOS make another MMO, I don't think ZOS has done as well as people expected, but clearly they are working on something.
I hope this means Candy Crush Saga will be intergrated into ESO.

Maybe for Elder Scrolls Legends to go mobile friendly? Only reason I haven't played it is because I can't get it on my phone, to be honest.

Alright I've got no tin-foil theories, but I doubt it's an ESO app.
Why give ESO an app when only ESO fans would use it? I'd think it was more profitable to attract new users to a new app.
Besides, Legends already does some ESO related promotions here and there. Look at them releasing Clockwork City right now to coincide with ours? And the ESO wolf code with that one purchase pack.
People.... Zenimax Media is the big media company owns the smaller studios like Bethesda Softworks, ID Software, and Zenimax Online Studios. It's a bit confusing but the fact that this posting specifically names ZOS and not just Zenimax points to this being a ESO specific mobile app.
