"Bind on Equip" Items Sometimes not Binding on Equip

This is the third time this sort of thing has happened to me since Clockwork City. It's not really game-breaking for me (free experimental run!), but I doubt it's intended. When equipping the item there's no confirmation box saying "This item will be bound to your account if bla bla bla", it's just equipped like any other item.

You should give up some regen for more max magicka and unless you have some serious sustain issues, ditch the enchant on that staff and put a spell damage enchant on it.
And both your spell damage and your spell critical are too low.

I was in the middle of swapping between a bunch of gear sets to figure out what I needed to get from the bank. Thanks for your concern.
