You need to spend 3k+ stamina with right timing to enemy to receive 9 ultimate, that's awesome. I tested this on nocturnal's favor, dodge is counted as dodge only when you make it during hit animation, so for all instant abilities time-window is so small you will proc it more randomly then willingly. Dodging dot aoe doesn't count, dodging HA before it's last stage doesn't count too.
Basically all dodge proc sets are useless now.1 -
