Attack a guard; get a 1000 gold bounty.
Kill a guard; 10k bounty and two more guards show up in the one's you killed place. Make them as tough as Cyrodiil keep guards. And each time you kill one is another 10k bounty and more guards come till you either run away or die.

They could all shout "Halt!" in the same TES II: Daggerfall voice. Soon, all of Tamriel will be flooded with "HALT!HALT!HALT!HALT!"
