When Morrowind dropped you could kill your merchant by letting her fall in lava, and she turned to ash but her eyes were floating where they would normally be, and you could still use her because she's immortal.

If that's the ordinator that patrols up top on the canton that's opposite the one where Naryu can occasionally be found looking at Vivec's palace, she isn't normally invincible. At least she wasn't last patch, just want to clear that up in case people think all the guards lost their invincibility. But that could be a glitch, too. Either way it's not new. :P

Attack a guard; get a 1000 gold bounty.
Kill a guard; 10k bounty and two more guards show up in the one's you killed place. Make them as tough as Cyrodiil keep guards. And each time you kill one is another 10k bounty and more guards come till you either run away or die.

The guard status of Ordinators in Vivec City has been wonky/buggy since release. For example the two guards guarding the doors on the first floor of the Temple canton usually don't have the guard status (they won't bother you if you have a bounty). A failed pickpocket (you can't blade-of-woe them) sometimes (not always) will trigger the guard status (unkillable, trying to execute you). The Ordinator on the other side of the canton guarding the stairs to the place has Guard status on the other hand.

Yeah, you're right. It's something I noticed while farming Great House motifs before I moved over to Molag Mar.. didn't realize they could gain guard status, though. I always thought they were just walking around for flavor and weren't intended to be guards. Hm.
