Nothing compares to streak. Mist form is not even close.
Force pulse is inferior to frags.
No shield in the game comes close to hardened ward.
Balance is a horrible joke next to dark deal.

I believe that the classes are relatively balanced, but there are imbalances when it comes to defense mechanisms. It's quite clear this game is very much so in favor of damage shields, and blocking is rough if you're not using sword and board. Dodge is a lot like Wrath in a way. Seemed like a good idea at first, but they're trying to do away with it. At least that's the impression I get with how many things ignore dodge rolling.
Major Evasion is also a bad defense mechanic considering the fact that luck not becomes a determining factor in success.
When it comes to Sorcs specifically I think ZOS just doesn't get it. I agree with the frag nerf but they need to give Crystal blast the same instant cast mechanic. One should CC, the other should have cost reduction and a slight damage increase. I think the changes done to rune is terrible. They essentially gave them the DKs petrify then took a dump on the DKs iconic move. Where have I seen that before? Oh yeah Siphoning Strikes and Repentance.1 -

I do agree PVP-wise, there is an issue with (good) sorcs !
I think this one sentence sums it up. Good, very skill sorcs will seem outperform because of their skill. The same case can be made for each class.
Especially in the case it is not about the class, but the player behind the character.

They're not overpowered now. Low single target and their defenses are good but nowhere near the best, and nowhere near unkillable (besides for skrubs).
They are the jack of all trades, master of none. Really the one area they excel in is mobility which is important but not the most important factor.1 -
