I selected it out of my 'Facial Accessories' menu since I have the Adornments Cosmetic Pack; I'd never seen it before then so I'm not sure where it's normally found. I know having those packs makes certain styles available that are usually restricted to other races at the creation menus, so that might be why?0 -

So I tried to somewhat recreate your picture as I actually created a character based on Selene from Underworld. Her name is Selene-Deathdealer and she's an Imperial nightblade. Unfortunately, I can't have the bright blue eyes Kate has in Underworld but the shrouded armor costume works pretty well to replicate her outfit. Here are a couple of pictures of her:5 -
