Really bad latency

Hey Guy.
lately i've been trying to play TESO but i am not able to due very high Latency of 999+.
in some very RARE cases i am able to play for a little bit until the Latency rises up again and making my game lag very badly.
i was reading an explaination on how to open ports for the game but couldn't understand it due to it being a very vague explaination.
i also read a little bit about what could happen if i open ports and i didnt like what was written about it.
anyhow , i am very dissapointed by Zenimax and Bethesda conduction. as a costumer i am not suppose to open ports for the game but they need to fix this problem.
its like me selling a costumer shoes without laces and telling them that if they want laces they need to go to another store and bring them by their own. this is not how companies like Zenimax and Bethesda should act.
please try to help me solve this problem so i could enjoy once again this awesome game.
