    Highest of the 2, but it includes Max Resources and Damage power too. So highest of the 2 combos of those 3 combos.

    So your saying max resources affect the %crit chance of ultimates? (Just to be clear)

    If your max stamina and weapon power is higher than your max magicka and spell power than it will be Weapon critical that it uses, or the opposite if the opposite is true. This is regardless of if your spell crit is higher than your weapon crit or not.

    Only if they deal damage or heal. Ultimates that just buff or shield can't by design.

    Damage dealing ultimates will critical strike, healing ultimates will do critical heals. Damage shield ultimates will not crit their damage shield.

    Ultimates do scale on your higher stats from maximum stamina/magicka and weapon/spell damage, and also crit based on your highest weapon/spell critical values, but their damage or healing is buffed by your CPs; also when damage is calculated the penetration for that type of damage is taken into account.

    For example on a stamina character with points in Mighty, Precise Strikes and Piercing, using an ultimate that does magic damage like meteor is a disadvantage because the damage won't be buffed by Mighty, the critical hits won't benefit from Precise Strikes, and Piercing will not buff damage from penetration. On the other hand on a magicka build that has points in Elemental Expert, Elfborn and Spell Erosion, it will be fully buffed.

    Yup which is also why you can sometimes see people use the opposite type of ultimate in Non CP PvP where the ultimate damage type doesn't matter as much, unless you got a race/class that get damage type specific buffs.
