The people at ZOS had originally planned to have capes... (somewhere on the internet there ought to be a clip of an very old pre-release trailer which shows one or two characters with cloaks) but then realized they would either look crappy and clip through everything, or lag so much that the game became hardly playable.
So they made a choice... and they choose good looks and manageable lag (no, really... with capes, cyrodil would have been -waaay- worse!) thus we have a "no capes" policy in ESO. At least until we get the next big breakthrough in computer tech I guess.4 -

A website for another company doesn't prove anything. In fact the site didn't say jack about ESO.
Even if it's something Zos could somehow implement it's probably not worth the work to decide styles to work with it. I doubt it would be a small task. So, yes, if Zos could add it it's probably not something they want to do because of all the work for adding mere capes.
They have more important tasks to focus on like maybe someday getting Cyrodiil to work ok.1 -

I imagine something worse than Dragons Dogma's stiff cape of clippy hell only worse, and possibly floating an inch off of bodies like our shoulders and hip pads do already. If it truly was taken out just for performances sake then I would really rather not seeing that impact either. In a game with better physics and collision then I would be all for it but in ESO it would just be a hot mess.love is love0 -

Look at the Breton Hero costume with its "long and flowing" coat... that is plastered to your character's legs. As is any long coat or skirted legs in the game. It looks horrible.
