Please note that you can still choose to enter those dungeons deliberately, but you will not be queued for them in random normals.
So if you own the Imperial City DLC or are an ESO+ subscriber, yes, you are getting queued for WGT or other DLC dungeons a lot because its a pledge and/or because it makes up a good portion of the dungeons the random normal groupfinder can pick from at your level. Currently and in the foreseeable future, ZOS does not include a way to exclude dungeons from the random normal queue. ZOS also has not tried to remove the level gates for random normals, which I think is unfortunate because Vaults of Madness is not so difficult that it should be locked to level 45.

2. It was the tougher pledge of the day so more people needed to use Group Finder
3. You got queued for WGT more than other dungeons
