Why change? Because they saw a lot more people prefer CP pvp and avoid battlegrounds because of that, maybe? Or a lot more people don't like having 2 builds for cp and no cp pvp if they want to play BGs but prefer CP and go to CP cyrodiil. Maybe, ZOS's numbers show that that way more people would actually play BGs (and maybe more will buy morrowind?).
Why entirely? Because they don't want 2 different queues and maybe their numbers imply that the queues would be too long that way?

If no CP-BGs was a thriving game system with huge populations, they would not have changed it. You said so yourself, on your platform the no-CP campaigns are 100% dead. Zos wants to attract a larger audience.

That is a lot of maybes. That is exactly why I want to hear straight from ZOS what their reasoning was.
