I did some basic testing on the PTS regarding new Universal Writ-Turn in. @ZOS_RichLambert

Master Writs
- These could only be turned in at the faction capitals. (no change)

Top-Tier Writs turned-in starter town
- Successful

Tier 1 Writs turned-in at Craglorn
- Failed: Clothing Writs could not be turned-in. Others indicate turn-in. /bug reported
- Followed up: Davon's Watch (Clothing Failed), Vivec City (Clothing Failed), Mournhold (Clothing-Failed), Stormhold (Failed), Windhelm (Failed), Riften (Failed), CH (Unable to test), Vulkhel Guard (Failed)
