Cannot cancel subscription

When I subscribe to TESO it immediately tells me my subscription has expired. The sub is active, but I cannot cancel it. It then bills me the next month. I emptied my bank account so it wouldn't automatically subscribe me again, but today I resubscribed hoping it was a one off glitch and it wasn't. It's doing it again. I subscribe through the account page, but my game is the Steam version.
