Here's an idea,
Do you think ZOS should create an option for players to betray / leave their own faction and join some kind of Exiled faction that has no interest in taking keeps nor cyrodill objectives?
All those who betrayed will be joined forces and create a new faction, and cannot be reverted.

My point is related to this,
There is a fair amount of players that dont really give a sh** about taking keeps.
We just want to find some good Small scale / Solo, but the state of the map sometimes prevent us from doing so - (NightCaps, Faction hold most of the keeps etc)..
Kinda tired of running around for 20 minutes searching fights that ends after 2-3 minutes.
ZOS need to kill this OFF-Time .
Stuff we would like to see -
1. Bounty System - The more u kill from the 3 factions the more bounty on u, Killing you will give the player X amount of Gold / AP, Set byLadder system "Most Wanted Player" or w/e.
2. Hideouts - Fast transportation, network of caves to fast travel the hot spots in Cyro and that way we wont need to spend time searching for fights.
3. Group Size - Limit the group size of this Exiled Faction, to maximum 6-8 players.(Cyro only ofc)
4. Color - Different color from the 3 factions, Just so we can take a resource but not keeps.
5. Skill Required - Limit the amount of pepole that can choose this option, By X amount of players kills(I would say alliance rank but we all know its bullsht)
6. Escort Missions(?) - Pugs can hire you to carry em in the battle field.
7. Obtain By a quest - Add a skill line that the final mission is to assasinate ur Queen / King of ur faction to prove ur worth.
8. Emperor - Highest player in the bounty rank will get slightly buff to stand in line with Emperor buff other factions has, Since we're not gonna zerg anyone XD
Issues-
1. Imperial City - Implenting this into IC map / sewers, would affect ic objectives aswell. (Flags, Tel var buffs etc)
2. Quest Lines - Each faction has individual quest line - My suggestion for this is to let the players to choose Exiled Faction option only after reaching certain lvl and finishing the main quests.
(Leaving ur faction will only affect Cyro, Maybe that can solve the issue of the imperial city
At the bottom line, This will divide the casuals who zerg non-stop, and the skilled small scale players seeking for fights.
OFC you can add more ideas for it, but thats it for now.
