That's not a bug, that's a feature. Why would you prefer it to be random? Even if you're making a hybrid build, it's more effective if you can predict what bonuses you'll receive.
The AoE effect isn't a circle like Grothdarr, it's a ring, and enemies inside the ring don't take damage. Again, that's the way the set is designed to work. I agree that the tooltip could be clearer about that.

So it only hit you once? I agree that it shouldn't be random suits me well. But why the *** would it only tick once? What's the point of using it then? to deal 1k tick and that's it?
@The_Saint I heard about a bug with this set, that enemies don't take damage in the Ring, that's why it's atm worse than velidreth for example for Stamina.
