Why would there be a stable below ground in the sewers?
It could just be the npc, not a full-service stable, and caught in the situation like one of the npcs already there: he tried to escape the fighting, but got trapped between the daedra, the armies, and the slaughterfish.

Never enough inventory space, even with storage coffers and a mule account
you find a master horse racer down in the sewers. Of course, his horse is now dead, having been mauled by daedra OR if you prefer, his horse bucked his punk behind when he tried to coax it into the sewers...
either way, he's stuck down there now, and needs to hire a group of bodyguards to escort him back out of the city - so, to raise money, he'll pass on his years of horse training to anyone that wanders by
of course, every time he finally makes enough money to hire the bodyguards to leave, his company gets waylaid by daedra and the warring factions, so he always has to come back to the sewers to try again...

why not just put a horse trainer every 5 metres. then you'd never have to walk anywhere to get trained, no matter where you were.
i remember when wow (yeh, i know) added all those flight paths because people didnt want to walk anywhere. it was one of the worst decisions they made but people complained 'i want to play your game without actually going anywhere'
if you cant be bothered going back to the trainer, there are two things you can do:
dont train
find a new game where you dont have to go anywhere. like chess.
