ZOS changed a few things around:

Now when you see, the "POISONED" status effect lasts for 6 seconds BUT only procs 4 times. So my Guess is first and last second it does not proc? Is that working as intended? Other status effects maybe also affected by this

Chilled, Concussion, Burning can not be procced against shielded enemies, is this also the case for Poisoned and Diseased?

Another thing:
Is it also true that a Nord for example, can not take damage from frost damage enchantment? Or does the minor maim just not apply? Or none of those two is true?

    About the Poisoned Status effect , I just tested and found this :

    Don't mind the 2 Poison Weapon hits , first one didn't proc Poisoned Effect so I had to wait few seconds and hit again . It basically says that Poisoned starting at 4.2 seconds and lasting at 10.7 seconds . But ticks are not every second .

    First one is at 4.7 ,
    Second one is 6.7 ,
    Third one is 8.7 ,
    Fourth one is 10.7

    There is no skipping or lasting 4 seconds . It actually lasts for 6 seconds but ticks come at every 2 seconds . So , it looks like this :

    0 seconds , Poisoned applied : First tick
    2 seconds : Second tick
    4 seconds : Third tick
    6 seconds : Last tick , Poisoned removed .

    To sum up , there is only 1 bug I see . Poisoned actually lasts for 6.5 seconds because first tick is 0.5 seconds later than Poisoned being applied on target . Other than that , everything looks fine .

    As a bosmer I can confirm poison/disease enchantments DO damage to me (or used to, nobody uses them anymore to be totally sure), tho the status effects probably do not proc. Disease is rare so cant be sure, but with poison injection and all the DKs in PVP and some lethal arrows (that gave guaranteed poisoned status) I cant say I have ever noticed having poisoned DoT on me

    And as Liofa said, Poisoned DoT procs each 2sec (like Poison Injection for example) so it should have 4 ticks only.

    As for shields, no idea. Never paid attention to that. Disease does not work anyway now so that cant be tested.

    Targets that are resistant to a damage type are immune to that damage type's secondary effect. Player characters cannot be resistant to elements from what I recall though, even if they have higher specific resistances. Would be worth testing though.

    Poisoned status effect deals damage in 2s intervals; it hits 4 times because upon proc it deals damage, and then ticks 3 more times every other second.

    Burning is similar in that it has 3 ticks but lasts 4 seconds. Initial and then one every two seconds.

    I would have posted this along time ago about the status effects against argo and bos. Im console and get laughed at bye ZOS though. I could name a ton of other bugs but it will get bumped again.

    Few things to look into dodgeroll cost, dw off-hand passive 6% scale for extra weapon dam, vma 1h cruel flurry enchantment doesn't buff bow ballista. But again il let you guys figure this out in a month or so lol

    Maybe a whole recalibration of all passives ? Making sure they are all working properly ( not on an add-on on Zos's part )

    Gimmi an "awesome" like, if you think us console players are a joke.

    Just a note.
    Shields don't take the damage type you deal, they take [shield name] damage.

    The damage is increased by your and their modifiers, crits for 0x extra, and has effectively full pen.

    This [shield] then hits the targets surplus, so it doesn't cause any effects on them, as the damage that actually lands can't apply them.
