I just spent the better half of 30 minutes testing Flame Blossom with one of my guildies. The results are very disappointing. This was tested on a Dunmer mDK with 890 CP:
Valkyn Skoria has an 8% chance to proc on DoTs.
Flame Blossom has a 10% chance to proc on ANY damage. (Which, logically, would proc on direct damage or DoTs)
Flame Blossom failed to proc as often as Valkyn AND the proc was very, very slow. My guildie easily stepped away from the path. Not roll dodged... he stepped.
The proc rate must be off... because I would literally sit there and pop my guildie with Burning Embers, Volatile Armor, Burning Talons, and Wall of Elements. It was boring to wait for the Flame Blossom proc.
Sadly, this could've been a decent set to cater to any magicka build... since it is supposed to proc off any damage.
@ZOS_GinaBruno do you think this is a bug... or working as intended? If it's working as intended- I'd suggest reevaluating the set.
Has anyone else had different results?

Since I last checked this post, I discovered a mag nb who was using it for it's burst potential. Basically it was the vipers equivalent. It may move slowly, but if you are a melee magicka user, it works wonders.

You need heavy snares or roots for it.
Imo, if you want a damage proc set for melee magika then just run vicious death, similar 2-4 and vicious death 5pc is far superior to the useless flame blossom proc, at least there's a chance vicious does something valuable

but you have to kill the person first... then again, with sorcs, that's easy to get kb...
