Khajiit can give you kitten eyes. That alone puts them at #1 for Adorableness. Bonus points if you get them to purr.

I like Bosmer because they swim in muddles.

The females are very cute, males less so. They have a repulsive culture though (they're religious zealots who eat people). Although King Camoran was a top-5 character in the game. Loved his "I'm doing this for my career and not my people" attitude (and the re-gifted items he gave you as quest rewards). Wish he had a bigger role in the game since Grahtwood and Malabol Tor were super boring.

In ESO, even female orcs can look adorable. This game made all races to be more aesthetically appealing than Bethesda's versions, leaning a little more towards an standard MMO, including males (thanks for that ZoS, I was tired of that "all men must be ugly/rugged" trope), though it's still kinda difficult to make a handsome guy.
