Why aren't there any dolmens in morrowind? Is it somehow immune to Molag's schemes?

The housing market isn't so great there, so Molag Bal is waiting for the right opportunity to invest in properties.

Most likely because it happens after the events of the main story.
    - The last quest in Orsinium and the Azurah quest in Stormhaven both heavily (if not explicitly) imply that you're supposed to go to Vvardenfell after completing the main story.
    - Familiar characters in Vvardenfell recognize you if you've talked to them throughout the main story.

Alternatively, you can chalk it up to Molag Bal being Vivec's former lover, and so he didn't want to disrupt his old BF's realm.

There is also the idea that Vivec might have prevented the planemeld from affecting Vvardenfell with his powers, but then it wouldn't have affected Deshaan and Stonefalls either, where Almalexia is seated.

I think Zenimax is doing a storyline. Morrowind takes place AFTER the main story of the base game, thusly the Dolmens aren't around anymore on Vvardenfell. I do believe a similar thing with Craglorn and the Orc DLC as well. They take place after the events of the main story. I know you can find empty/unactive dolmens in Craglorn, for example.

Personally, I like this idea. It's something I really enjoyed in RuneScape back when I played that game. New quests were always continuing the overall story and plot of the world, rather than trying to keep everything together and happening at the exact same time.

After I read your answers it made sense being it's the next chapter.

No other areas does. Would be cool, but yeah I figured it's the next chapter/different story, so wouldn't make sense.

Vivec admits his fellow Tribunal members tend to hoard their power though. So she might have just figured letting her followers take care of the Dolmens was better than having to recharge her batteries more often.
