Tattoos don't "regenerate away"
(Video)https://youtu.be/802ewntoCvw
A vampire with a tattoo would still have the dark black ink regardless of skin tone.

I mean if i am meteored or slaughterfished that should at least be some kind of peeling. Would the body have tattoos afterwards? In Ryces universe even your hair would regenerate tot he exact state from when you where turned so i guess there it would. This needs an answer. If your video gives it i can't watch at work. ^^

If you were meteored or slaughterfish attacked you, being a vampire wouldn't be any different than any other mortal (or skin tone).
The video is from a great series called "because science" that tries to place scientific concepts onto all manner of entertainment media from comic books to movies to games.
This episode is the one where he explains how tattoos work, and how wolverine (a mutant with ultra regenerative healing properties) could get a tattoo because skin cell repairs aren't what gets rid of tattoos.

That makes sense! But if you skin (edit: to the muscle) wolverine, would he have a tattoo afterwards?

Then we keep asking, respectfully and with reason and purpose

That said, I do really wish that the color of the tats would not fade under the vampire skin. Example: I put on amberplasm and the fire doesn't fade the tats it covers them. So I understand that the mechanics is that skins "cover" all markings, including body and face markings.
That all said, I would like to point out that I know the costume mechanics can be different depending on the item. Example: the Mayhem laurel hides all facial accessories, but does not replace hats from a costume. This is apparent on a costume that has a head piece as it doesn't drop the head piece like other hats do.
From my perspective this is either a bug, which is entirely too possible, or a different mechanic for this item. If its a mechanic it means they could change the behavior of any costume, ie vampire skin, to let tattoos be on top of the skin. This would really be preferrable on every race, but even more so on Khajiit's as it makes little sense that their fur pattern lightens, but even less sense when any race's tats fade.

yea the fact that even something like makeup that is applied on top of the skin still gets faded out is ridiculous. It should be changed even if it is working as intended or not.

Like when you finish Vvardenfell's main story line you get body and face markings with the achievement.
Body markings - below the vampire overlay giving it that *** faded look
Face markings - above the vampire overlay giving it a contrasting sharp look
