OP isn't asking whether a flame Necro staff is the BIS for all builds. They're asking whether there is any build for which a flame Necro staff is BIS.

I'm running necropotence on my mag sorc pet build pvp, on body pieces, lich on front bar staff and jewlery, and master resto in back bar

A necropetence staff is not needed for people who run this set. Necropotence can be all on gears

Bar back: Restostaff master (powered)

All pieces except head and chest: Necropotence
Other pieces and jewelry: lich

Wardens benefit from Ice, Sorc benefit from Lightning, DK benefit from Fire but I don't think they get a pet, so that leaves just Magic NB that can use fire Necropotence as BiS no?

You're using Lich staff, not Necropotence, and so it doesn't answer my question.

No. Both sorcerers, wardens and magicka nightblades who runs necropotence will still want a fire staff to be 8% more damage on single target skills

You're wrong. All pet builds will want to run necropetence. Both PVP and PVE. Not everyone want Maelstrom staff.

Fire staff is only good if you run Ilambris 2 set pieces, to triger both fire+shock affects of the set.
If not, full out Lightning staff with off 75 pts in thaumaturge will run you better results, on both front and back bar
Again it depends on your gear tho

Yes, people who want Necropetence staff to complete their set will buy your staff. My choice was to use lich, because necropotence staff were too expensive, but rich people will don't hesitate to buy it

In PvE it won't be BiS because you want Necro on both bars and BiS would include vMA staff. If you don't have a vMA staff in a preferred trait you can run 5 Necro/4 Moondancer/Ilambris and the easiest way to accomplish that is probably getting two necro staves since Moondancer staves can be hard to get while you can buy Necro staves if you have the gold.

My sorc runs Necro 5 piece including the flame staff and two piece Ilambris. You can sell your staff for a decent price if it has a good trait on it.

BIS for PVP for many magicka sorc builds, as well as a few mag warden and mag NB builds.

"Sorc-o-wind" requires a Lightning Staff. Put that silly Fire Staff down.

Mainly sorcs and wardens since both have pets. Magblades could use em, but that's rarer. Depending on the trait (especially next patch), Necro fire staves atr aweosme in either in pvp or pve.
