Front bar: Lich fire staff (sharpened)
Bar back: Restostaff master (powered)
All pieces except head and chest: Necropotence
Other pieces and jewelry: lich

Wardens benefit from Ice, Sorc benefit from Lightning, DK benefit from Fire but I don't think they get a pet, so that leaves just Magic NB that can use fire Necropotence as BiS no?
No it's not BIS in anything other than having huge sorc shields.

No. Both sorcerers, wardens and magicka nightblades who runs necropotence will still want a fire staff to be 8% more damage on single target skills

Okay this is helpful. So I guess Fire Necropotence staff is BiS for someone focusing on single target DPS?
