Cannot Swap Weapons in your Current State

Sigh. Okay I'm not sure what's causing this, but the bug is back. After changing any instance, "cannot swap weapons in your current state". Currently bugged on all characters. Have tried relogging and changing instances. Waited a full day on the Sorc. Any ideas?
