I mean, I've heard people talking about Infal being a much better idea to wear because of its 5 piece crit line, without even considering the main effect 5 items gives you, so maybe.
Overall, a set with 1x crit bonus will see about a 1-2% increase in total DPS output in PvE where impen is but a dream. When we're talking about situations where the difference between BIS and crafted is 3-5% total DPS output, it's not negligible. Especially considering that BIS for most stam builds (VO) have 2x crit traits. That will mean that VO gets 1-2% stronger in PvE. Hundings gets the same bonus which is also a shared buff with the "Beginner geared" players.
It is definitely not nothing, and I am glad that we are seeing some upwards tuning because the morrowind nuke nerfs were overkill in my opinion because it made it much harder for casuals to cross the veteran chasm. Giving these 2-4% tweaks here and there will help people who don't have BiS get into a position where they can start chasing it.
