Motifs used for Master Writs

I have opened a LOT of the master crafter envelopes that the pre-made characters come with and noticed that all 4 Morrowind (Update 14) motifs are now among those used. (Bouyant Armiger, Militant Ordinator, Ashlander and Morag Tong)
I am a little confused though as to why the newest/most recently added motifs are included but several older ones are not.

If master writs are going to use motifs added only ONE update earlier then they should also use ALL the motifs from previous updates.
Please add the missing motifs to master writs OR have some pattern of when they are added (next update, two updates later...etc)
